Qualifications for Applying to the SafeSavings Supplier Diversity Program

Three qualifications must be met in order for an application to be considered. If not, the application will not be reviewed.

1. Owner Must Qualify as a Minority, or Business Must Be Woman-Owned

  1. A. Definition of Minority-Owned Business: A minority-owned business is a proprietorship, partnership, corporation, or joint venture that is at least 51% owned and controlled by United States citizens who are members of the following racial groups:

  • African American: A U.S. citizen having origins in any of the Black racial groups of Africa

  • Asian Indian: A U.S. citizen whose origins are from India, Pakistan, or Bangladesh

  • Asian Pacific: A U.S. citizen whose origins are from Japan, Korea, China, Indonesia, Malaysia, Taiwan, Vietnam, Laos, Cambodia, the Philippines, Thailand, Samoa, Guam, the U.S. Trust Territories of the Pacific, or the Northern Marianas

  • Hispanic: A U.S. citizen of trueborn Hispanic heritage, from any Spanish-speaking areas of Latin America or the following regions: Mexico, Central America, South America, or the Caribbean Basin

  • Native Americans: A U.S. citizen who is an American Indian, Eskimo, Aleut, or Native Hawaiian, and regarded as such by the community of which the person claims to be a part. Native Americans (with the exception of Native Hawaiians) must be documented members of a North American tribe, band, or otherwise organized group of native people who are indigenous to the continental United States and can be provided through a National American Blood Degree Certificate (e.g., tribal registry letter, tribal roll register number)

  • B. Definition of a Woman-Owned Business: A certified Woman Business Enterprise (WBE) is owned, operated, and controlled by one or more women who are U.S. citizens. Ownership is defined as the owner of record having control of at least 51% of the company’s voting shares and controls the day-to-day operations.

2. Must Be Registered with a Minority or Women-Owned Agency

  • A Minority-Owned business must be officially registered with the local Minority Supplier Development Council (MSDC), Small Business Administration (SBA), or a government or public agency that certifies minority businesses, complete with agency name, registration number, and expiration date.

  • A Women-Owned business must be registered with the Women’s Business Enterprise National Council (WBENC) and/or an affiliated Regional Partner Organization (RPO) complete with the agency name, registration number, and expiration date.

3. Businesses Cannot Fall Into One of These Categories

  • IT Services/Telecommunications/Connectivity
  • Consulting
  • Market Research
  • Logistics
  • Printing Services
  • Event Planning
  • Background Screening
  • Construction/Roofing/Painting
  • Training
  • Books
